Pleo is a Copenhagen-built spend platform for UK and EU small and midsize businesses: Mastercard company cards, receipt capture, reimbursements, supplier invoice payments and accounting sync, from £8 per user a month (published). US sign-up requires an existing entity in Europe or the UK.
Independently scored, one dimension at a time. Every dimension is sourced, and we say whether a claim is published, reported, or estimated.
Pleo publishes per-user prices by market in GBP, EUR and USD, plus payment fees, FX rates, reimbursement fees, chargeback and card replacement fees (pricing pages, checked 27 September 2026). The UK MSA of 13 July 2026 allows one CPI-linked increase a year on 30 days' notice, capped at 5 percent. Gaps: the price of seats above Scale and Lead's included users, the Irish Lead price (shown as Bespoke) and Premium Implementation are unpublished, and the MSA fee appendix shows FX rates that differ from the pricing page.
A hosted first-party MCP at mcp.pleo.io reads and writes expense data under each user's permissions and is included on Optimise, Scale and Lead (developer docs and pricing, checked 27 September 2026). It cannot pay, reimburse, fund or change cards, and an admin must opt in per entity. In the product, AI spend guidelines and AI expense reviews are live, while auto-approval and AI reconciliation are marked coming soon and the AP, Treasury and Accounting agents announced on 11 June 2026 are still roadmap. The REST API covers accounting exports and master data, with keys enabled on request.
SMB plans get fully guided in-product onboarding; Scale and Lead add up to two live sessions with an onboarding manager, and Premium Implementation is a paid add-on (pricing FAQ, checked 27 September 2026). Xero connects from Settings with a login, and NetSuite runs through a Built for NetSuite SuiteApp in three published steps. Pleo's CEO says companies can be set up in hours (11:FS short, 16 April 2026); treat that as the vendor's claim.
Pleo's integration catalogue lists 29 accounting systems (checked 27 September 2026). The NetSuite SuiteApp imports tag groups, chart of accounts and VAT rates and runs scheduled exports; Business Central syncs VAT setups, dimensions, chart of accounts and vendors both ways; the Xero app pulls in the chart of accounts and tracking categories. QuickBooks is described only as one-click exports, FreeAgent, ADDISON, BMD, Netvisor and SIE use CSV templates, and SAP S/4HANA and Dynamics 365 Finance and Operations appear in homepage logos but not in the catalogue.
Pleo provides Mastercard physical and virtual cards (the UK pricing FAQ names B4B Payments as issuer while the site footer names Pleo Financial Services UK Ltd, an FCA-authorised e-money institution, so confirm the issuer in your contract), pays local and international supplier invoices (£1.50 and £8 per payment on Start; £0.95 after a monthly allowance and £6 on other plans) and processes reimbursements on the day of approval (UK pricing and MSA, checked 27 September 2026). Direct reimbursements cost 0.90 percent each below Lead, and card and invoice FX runs 1.49 to 2.00 percent. Cashback is 0.5 percent on the pricing FAQ but up to 0.75 percent on Pleo's cashback page, with the order form or pricing page setting the rate under MSA clause 29.1; it is capped at the subscription and limited to eligible Optimise and higher customers. Fraud and AML monitoring uses Taktile (announced 20 March 2025).
Pleo says 40,000+ businesses in 16 markets use it, and Scale and Lead add multi-entity management, up to 500 vendor cards and, on Lead, unlimited reimbursement users (press and pricing pages, checked 27 September 2026). Multi-currency accounts hold up to six currencies (release of 7 October 2025). The ceiling shows in three places: the 1,000+ employee tier is a contact form, US entities are only an add-on to a European account, and the MCP works in one entity per request.
Build and above add approval workflows, an internal controller role and duplicate invoice detection; Optimise adds multi-step invoice approvals and auto-VAT split, and purchase orders appear on Scale in the pricing table but as a Lead addition on the plan cards (pricing pages, checked 27 September 2026). Pleo receives XRechnung, UBL and ZUGFeRD e-invoices (blog, 18 February 2025) and locks closed periods for mileage and per diem (update of 17 September 2026). The trust page lists PCI-DSS, Google CASA, a HackerOne bug bounty, a CAIQ self-assessment and GDPR, but names no SOC 1, SOC 2 or ISO 27001 report; reports are offered under NDA.
Email support comes with every plan, live chat from Optimise, and phone support, priority support and a customer success manager from Scale (pricing pages, checked 27 September 2026). Trustpilot shows 3.7 of 5 from 1,577 reviews, 15 percent of them one-star, and recent one-star reviews describe slow help during fraud and sudden account holds (reported, 27 September 2026). The Xero App Store listing scores 4.97 of 5 from 128 reviews (reported).

You are buying company cards, expenses and simple supplier payments in one per-user subscription. Employees pay with Mastercard physical or virtual cards, snap or forward receipts, and claim mileage and out-of-pocket costs; finance approves, codes and syncs to one of 29 accounting systems. UK list prices are on the pricing page: Start is £8 per user a month, Build £14 (£12 billed yearly), Optimise £18 (£16 yearly), Scale from £249 a month and Lead from £499 a month. Pleo says 40,000+ companies in 16 markets use it.
The catch is assurance and reach. The trust page lists PCI-DSS, Google CASA, a HackerOne bug bounty and a CAIQ self-assessment, and offers compliance reports under NDA, but names no SOC 2 or ISO 27001 report. Multi-entity management starts on Scale, and purchase orders sit on Scale or Lead depending on which part of the pricing page you read. Direct reimbursements cost 0.90 percent each below Lead and card FX runs 1.49 to 2.00 percent. A US site exists, but a North American company cannot sign up unless it already has a Pleo entity in Europe or the UK. NKP M&A Insights reported a DKK 341m deficit for 2025, and Tech.eu reported about 50 product and tech job cuts in June 2026. The MCP is useful, but it only touches expenses.
Before signing, get in writing: the price of every seat above the users included in Scale or Lead; whether your order form sets an Initial Term (without one you can leave on one month's notice); whether the order form keeps the MSA's 5 percent cap on the yearly CPI-linked increase (clause 27.3); the FX and reimbursement rates for your plan, since the MSA fee appendix shows different FX rates from the pricing page; the SOC 2 or ISO 27001 evidence under NDA; and a data-export commitment, because the MSA makes export your job and ends access at termination.
Jobs, mapped to how finance teams actually buy.
Vendor cards lock to one merchant and sit alongside recurring vendor tracking and, on Optimise, renewal management. Finance sees each SaaS charge as its own line and can kill a card without touching anyone else's spend.
Once an admin enables the MCP, a controller can ask for every incomplete expense, get a draft reminder per spender and attach receipts the agent finds in email or Drive. Every change is logged on the expense and follows the user's own permissions.
Employees add the expense in the app and Pleo pays their bank account on the day it is approved, per the UK MSA. The fee disappears on Lead, which also allows unlimited reimbursement-only users.
Invoices arrive by upload or the Invoices mailbox, OCR reads them, Build adds duplicate detection and approvals, and payment leaves the Pleo e-money balance. International payments cost £6 each above Start.
Launched on 7 October 2025, multi-currency accounts let one Pleo card spend from the matching currency balance, which avoids the 1.49 to 2.00 percent FX fee on those transactions. Transfer rules can move and convert funds automatically.
Scale and Lead add multi-entity management, more sub-accounts and cash positions, and NetSuite subsidiaries can each map to a Pleo entity. The MCP can work in any enabled entity, one per request.

Here's what it really costs: published rates where a vendor lists them, aggregated quote data where they don't, plus a path to your own number.
Physical and virtual cards, accounts payable with invoice OCR, expense tracking, accounting integrations and email support; one admin and one vendor card; no approval workflows or reimbursements.
Adds reimbursements, mileage, approval workflows, AI spend guidelines, duplicate invoice detection and up to 15 vendor cards; three-user minimum.
Adds budgets, 100 AI expense reviews a month, HRIS integrations, the MCP, auto-VAT split, live chat, up to 50 vendor cards and cashback for eligible customers.
Adds multi-entity management, advanced approvals and card controls, phone support, assisted onboarding and a customer success manager; up to 100 vendor cards. The pricing table also marks purchase orders on Scale, but the Lead plan card lists them as a Lead addition, so confirm in the order form.
Adds unlimited reimbursement users with no reimbursement fees, unlimited virtual cards and AI expense reviews, premium integrations, purchase orders (Pleo's pricing page lists them under both Scale and Lead) and up to 500 vendor cards.
A custom plan scoped on a sales call; no public price.
Same structure in euros; Lead is shown as Bespoke with no price.
Build and Optimise only, for US entities of companies that already have a Pleo entity in Europe or the UK.
Charged on each out-of-pocket reimbursement paid through Pleo on Build, Optimise and Scale.
Start, Build, and Optimise and above, on the pricing page; the MSA fee appendix shows different rates and defers to the order form.
Build, Optimise, Scale and Lead include 10, 20, 50 and 100 free local payments a month.
Per payment processed outside domestic clearing or SEPA.
Pleo's US getting-started flow asks whether the business already has a Pleo account in one of its markets; a company without one is told it needs an entity in an existing market and is offered a waiting list (checked 27 September 2026). US cards are Pleo Mastercard Prepaid Cards issued by Pathward, N.A. Canada does not appear in the list of markets. A US-only or Canadian buyer should shortlist another tool.
Clause 25 of the UK MSA dated 13 July 2026 says the customer is solely responsible for exporting its data, access stops on termination, and any grace period is at Pleo's discretion. Without an Initial Term in the order form you can leave on one month's notice, and Pleo can end the agreement on three months' notice. Clause 27.3 allows one CPI-linked price increase a year on 30 days' notice, not before the first contract year and capped at 5 percent a year. Export your receipts and ledgers before you give notice.
Pleo's Trust and Security page lists PCI-DSS, Google's CASA, HackerOne bug bounty testing, a CAIQ self-assessment and GDPR, and says compliance reports are available under NDA (checked 27 September 2026). Spendesk publishes an ISO 27001:2022 certification and Payhawk lists ISO 27001 and SOC 2. If your auditors or IT team need a SOC 2 Type II, ask for it before you sign.
The UK pricing page charges 0.90 percent on each direct reimbursement on Build, Optimise and Scale, and card and invoice FX of 2.00, 1.75 or 1.49 percent by plan (checked 27 September 2026). The MSA fee appendix, still using older plan names, lists card FX of 2.49, 1.99 and 1.49 percent and defers to the order form. Model a heavy-travel month before you pick a plan, and get your rates in the order form.
Pleo's developer docs say the MCP covers processing of expenses and blocks payments, wallet top-ups, reimbursement payouts and company configuration, and Pleo's AI Access terms add that it cannot issue, freeze or change cards or change spending limits (checked 27 September 2026). It is included only on Optimise, Scale and Lead, it is off until an admin enables it per entity, and it cannot yet be limited to named users. Plan AP and card automation elsewhere.
Start has one admin, no approval workflows and no reimbursements; budgets, AI expense reviews and the MCP need Optimise; advanced approvals, multi-entity and phone support need Scale from £249 a month, and purchase orders need Scale or Lead, since the pricing table marks them on Scale while the Lead plan card lists them as a Lead addition (UK pricing pages, checked 27 September 2026). The price of seats above Scale's three and Lead's five included users is not published. Ask for a per-seat rate and the plan that includes purchase orders for your headcount in writing.
Scored on what an outside agent can actually reach: the documented API, how it authenticates, and whether the vendor ships an MCP server.
In the product, Build and above include AI spend guidelines (the Policy assistant), and Optimise includes 100 AI expense reviews a month (200 on Scale, unlimited on Lead). Pleo also auto-categorises expenses, reads receipts and extracts invoice line items and VAT. Its AI page marks auto-approval of in-policy expenses and AI reconciliation as coming soon (checked 27 September 2026). The AP, Treasury and Accounting agents announced on 11 June 2026, with beta testing from July, are roadmap until they show up in docs; outcome claims such as receipt time saved are the vendor's.
Exists: yes. Pleo MCP runs at https://mcp.pleo.io/mcp over streamable HTTP with OAuth 2.0; the developer docs went up on 17 August 2026 and Pleo's launch post of 9 September 2026 says it is available now; the 17 September 2026 product update repeated the news. It is not in the official MCP registry or Claude's connector directory, so users add it as a custom connector. The separate docs MCP at developers.pleo.io/mcp only searches and reads documentation, plus a tool for sending docs feedback, and has no execute-request tool; its specs name external.pleo.io, and the only GitHub hit is a community repo (borgels/mcp-server-pleo).
Scope: read and write over individual expenses. An agent can search expenses, find incomplete ones, set categories, tags and tax codes, split them, add notes, attendees and receipts, review and approve, and queue them for export, one entity per request. It cannot initiate payments, top up wallets, trigger reimbursements, issue or freeze cards, change limits or change company settings, and every action lands in the expense's activity log.
Turnkey: admin-configured. MCP access is off by default; an admin enables it per entity under Settings, General, Pleo AI after accepting the AI Access terms, and each user then connects through OAuth with no API key. It is included on Optimise, Scale and Lead, and access cannot yet be limited to named users. For code, the REST API at external.pleo.io covers exports, tags, chart of accounts, tax codes, vendors, employees and webhooks, at 600 requests a minute, but Standalone API keys are enabled only on request.
Who wins for whom: A UK or EU small business that wants merchant-locked vendor cards and approvals from £14 a user: Pleo. A French, German, Spanish or UK company that wants unlimited single-use, recurring and multi-use cards with top-ups routed through approval: Spendesk. A UK or EU group that needs an independent approver on sensitive actions and SOC 1 and SOC 2 Type 2 reports: Payhawk.
Merchant-locked cards, approvals from Build. Mastercard physical and virtual cards come on every plan, vendor cards lock to one merchant, Build at £14 a user a month adds approval workflows and an internal controller role, and Scale adds advanced card controls.
Where it loses: The trust page names no SOC 1, SOC 2 or ISO 27001 report and offers reports only under NDA, and Start has no approval workflows.

Unlimited cards on its own licence. Foundations includes unlimited physical, single-use, recurring and multi-use Visa debit cards with budgets, card top-ups run through the approval flow, and cards in the EEA come from Spendesk's own ACPR-licensed payment institution.
Where it loses: The public security page names ISO 27001:2022 and no SOC 1 or SOC 2 report, and multi-condition approval workflows are a quoted add-on.

Own licences, segregated duties. Payhawk issues Visa debit cards in seven currencies on its UK and EEA e-money licences, holds five sensitive actions for an independent approver, and lists SOC 1 and SOC 2 Type 2, ISO 27001 and PCI DSS Level 1.
Where it loses: The MCP page says the MCP cannot change spend policies while the beta tool reference lists manage_spend_policy, and in the US Payhawk states it does not issue 1099 forms.

Who wins for whom: A UK or EU company on Business Central that wants dimensions and vendors synced both ways: Pleo. A European company on Sage 100, ACD or Pennylane that wants expenses and payments pushed to the ledger: Spendesk. A UK or EU group closing many entities into SAP S/4HANA Public Cloud or Sage Intacct with amortisation: Payhawk.
29 connectors, depth varies by ledger. Pleo lists 29 accounting systems: the NetSuite SuiteApp imports tag groups, accounts and VAT rates with scheduled exports, Business Central syncs dimensions and vendors both ways, and Xero pulls tracking categories.
Where it loses: QuickBooks is described only as one-click exports, FreeAgent, ADDISON, BMD, Netvisor and SIE use CSV templates, and multi-entity management starts on Scale at £249 a month.

European ledgers, no Intacct or SAP. Native connectors to NetSuite, Business Central cloud, Xero, DATEV, Sage 100, Exact Online, Odoo, ACD and Pennylane pull accounts, tax codes, suppliers and dimensions and push expenses and payments back to the ledger.
Where it loses: No Sage Intacct or SAP connector is listed, NetSuite lacks SuiteTax and project support, Business Central takes draft-only purchase invoices, and ERP integrations are a quoted add-on.

Big-ERP sync, sold as add-ons. Native connectors cover NetSuite with custom segments and real-time bidirectional sync, Sage Intacct with dimensions and amortisation, Business Central and SAP S/4HANA Public Cloud, with expenses exported on review and payments on settlement.
Where it loses: The NetSuite, Business Central, Sage Intacct and SAP connectors and extra entities are quoted add-ons, and NetSuite, Sage and Dynamics setups still go through an Implementation Manager.

Pleo said its MCP is available now, letting Claude, ChatGPT or Copilot find incomplete expenses, update them and prepare them for export within each user's permissions; a 17 September update repeated the news.
Tech.eu reported roughly 50 job cuts across Pleo's product, tech, design and data teams, its third round since 2022, and put the implied valuation at $1.62 billion after Kinnevik cut the value of its stake in 2025.
Pleo said a live Policy Agent would be joined by AP, Treasury and Accounting agents and an MCP server, with beta testing starting July 2026.
Pleo and UK mid-market ledger iplicit announced an integration that brings Pleo cards and spend controls into iplicit, with integration work still under way.
NKP M&A Insights reported net revenue up 25 percent to DKK 968m with a DKK 341m deficit, and Pleo expecting to break even in the first half of 2027.
Pleo launched a cash management add-on with a live view of bank and Pleo balances and transfer rules, a week after launching multi-currency accounts for up to six currencies.
Published UK list prices: 20 users on Build billed yearly is 20 x £12 = £240 a month, and on Optimise billed yearly 20 x £16 = £320 a month (Audit Friendly estimate from the pricing page, checked 27 September 2026). Start is £8 per user billed monthly but allows one admin and has no approvals or reimbursements.
For 50 or more employees Pleo steers buyers to Scale, from £249 a month with three included users, or Lead, from £499 with five. The price of additional users on those plans is not published, so get it quoted per seat. Add payment fees: 0.90 percent per reimbursement below Lead, £0.95 per local supplier payment above the monthly allowance and 1.49 to 2.00 percent FX.
Billing is monthly or yearly, deducted from the Pleo balance. Unless your order form sets an Initial Term, the UK MSA of 13 July 2026 lets you terminate on one month's notice; you still owe the current committed billing cycle. Pleo can raise fees once a year in line with CPI on 30 days' notice, not before the first contract year and by no more than 5 percent a year (clause 27.3), and can end the agreement on three months' notice.
Exports are your responsibility: the MSA says access to data ends at termination and any grace period is at Pleo's discretion. Export receipts, expense data and statements, such as the Running Balance Statement and Employee Balance Statement CSVs, before you give notice.
Audit Friendly estimates days to four weeks. Start, Build and Optimise use guided in-product onboarding; Scale and Lead add up to two live sessions with a Pleo onboarding manager; Premium Implementation, a paid add-on, covers complex structures and ERP migrations (pricing FAQ, checked 27 September 2026).
The finance lead funds the account and sets policies, the bookkeeper maps categories, tags and VAT codes, and an ERP admin installs the NetSuite SuiteApp or Business Central connector. Pleo's CEO says companies can be set up in hours; that is the vendor's claim.
Yes, for expenses. Pleo's first-party MCP at https://mcp.pleo.io/mcp connects Claude, ChatGPT, Codex, Copilot or Gemini Enterprise through OAuth. An agent can search expenses, fill in categories, tags, tax codes, notes and receipts, approve what the user may approve and queue items for export.
It cannot pay, reimburse, top up, issue or freeze cards, change limits or change settings. It needs Optimise or higher, and an admin must enable it per entity under Settings, General, Pleo AI. For code, the REST API at external.pleo.io covers exports and master data, with API keys enabled on request.
